Why does romeo say "i am fortunes fool"?

In Romeo and Juliet, i don't understand why he says this. Does he mean fate has powered him to kill Tybalt and now he will be taken from Juliet or something? Please help i'm stressing out = ] x

  2. Caught up in a design he is powerless to affect, Romeo feels like fortune's puppet.

It means he had the girl of his dreams and that they might somehow be able to bring their families together and forget their vendetta (once their parents and everyone found out that they were married) and everything would be great except NOW with the fight and killing of Tybalt, he essentially ruined it all.... turning his good fortune, to bad.... therefore, he is fortune's fool.
