The Russian death rate so far has been 100%, excepting for those who haven't yet died.  Nevertheless, they will.  This is the same death rate as known from every other country in the world.  I think there's something wrong with the way you've phrased the question.  Probably, you should be asking about life expectancy.  If so, then that's actually higher than in many other countries.  You'd have to indicate which other countries you're comparing that to.


  2. Russia has a very poor health infrastructure, and in fact the nation at large is in danger of becoming a Third World country.  On top of that Russians suffer from an extremely high level of alcoholism, depression, and suicide.  Without a decent health infrastructure (including facilities, staff, education, and quality of care) the country can't cope with its rapidly mounting health problems.
