  1. It doesn't grow "best" in Uttar Pradesh so this question doesn't have an answer!!

The theoretical maximum yield of sugar cane is 280 MT/ha/yr cane. 7 countries average more than 100 MT/ha/yr (Colombia, Hawaii, Iran, Malawi, Peru, Zimbabwe (well, it used to) and Swaziland). Australia, on small plots, has attained more than 75% of the theoretical maximum.

The latest figures I could find for India (97-98) were 70 MT/ha/yr. Uttar Pradesh managed 61 MT so not even on a state-by-state basis within India does UP grow sugar cane "best" (that would be Tamil Nadu at 110 MT)

  2. Even though Uttar Pradesh does not produce the highest tonnage of sugar cane or cane sugar, conditions that best promote high sugar production include availability of large quantities of water, being close to the  equator to get maximum sun, and presence of blue-green algae that provide free nitrate fertilizer.

Conditions that are helpful include a pH close to 6.4, and a soil that is well supplied with all of the nutrients needed. It will be worth while doing soil testing and supplementation of micro-nutrients. It would not likely be worth while to try to provide adequate phosphate if the soil pH is above 7.4
