  1. There doesn't need to be air for a flag to wave. Any piece of cloth that is being moved will show motion... no air required. As the astronauts were working the flagpole into the ground, they were moving the flag.

    After the astronauts stopped moving the flag, it *looked* like it was still in motion in the still photos, because it had a wave-like appearance. But this was due to the fact that it was wrinkled in storage. The flag wasn't moving at that point.
