Why does the Governor-General generally act on the advice of Cabinet?

  1. It is the Prime Minister who recommends the appointment of the G-G for approval by the Queen, and the PM  "owns" the Cabinet.


  2. It is a convention of the Westminster system of government that the Head of State acts on the advice of the Cabinet.  It is a consequence of the idea that the monarch is subservient to the Parliament.

    I think that in the Constitution there is a reference to the Executive Council advising the G-G.  Cabinet is, in effect, the Executive Council.

    Interestingly, there is no such creature as a Prime Minister in the Constitution.
