Why does the Navy only take a portion of BAS when attached to the ship?

When my husband was on the ship he got $254.46 in BAS and the meal deduction was $220.10. I have looked at the MILSPER or whatever it is and they don't mention why they don't take all of it. It states that those on sea duty are not normally eligible for BAS, unless the galley is out of service or something. So why not take it all. It is such a small amount I am sure its not prorated from what is not eaten at the galley or for weekends not on the ship, so what?

  1. Did his ship happen to float into a war zone while he was underway?  Every service member receives full BAS while in a war zone.


  2. It's always been that way.  You get partial BAS.  I was told it was for incidentals.
