Why does the bbc waste money advertising TV programmes?

On the side of buses, magazines, etc. Isnt this a blatant waste of our enforced license fee. Surely there can be no direct benefit to the license payer in spending money just to potentially get a few more people watching.

  1. Because it's not their money they're wasting- it's licence payers', i.e. yours and mine.
