  1. Huh???

    The clouds are carried by wind and the jet stream (high winds that blow all the time around the earth). Low clouds seem to hang for many minutes but all clouds move and change shape because of currents in the air.


  2. If you are talking thunderstorms,  they actually penetrate the tropopause and that makes them more severe,  because of the additional cooling aloft.
