Why does the government think North Korea is nice enough to "talk" with?

Can you tell a lot about someone by the company he keeps?

Not sure why you think being nice has anything to do with "talking" to a country. A lot of times it is the countries which are the least nice which need the most "talking" to.

Well they did get rid of their nuclear program.  Also showed us several nukes. So if they're willing to expose themselves to us well then we're willing to at least talk to them.

Cause we always want diplomacy to resolve serious situations. They are still the among the most sanctioned countries and still considered and rogue State
