Why does the govt. impose an excise tax the consumption of cigarettes and gasoline, but not on candy and house

because cigarette is not consider as basic the same as gasolines, because, we say, the more people use the thing, the more the tax it is, my mom is a gov't employee at Bureau of Internal revenue here in the Phil., any other question???
