Why does the internet on Voyager work even though I didn't add it into the plan??

I didn't buy internet per month but I can still get on to, for example, www.

  1. most phones will go to a pay per use function even tho you didn't add a  pkg to it. Be carefull you could end up with a very big bill


  2. because they want to suck money out of you with 'accidental' charges.
