Why does the man stare at me?

This married man always stares at me and observes my actions and behaviors. I can sit there at a party or restaurant and talk to my hub on make conversation with him, and this other married man keeps gazing at me. When i get up from a table, i watch him looking at my chest and then h gazes back into my eyes. Sometimes he laughs if i say something. but why does he stare at me and then even bother to notice me when I talk and interact with my hubby? Does he like me or what? I already told him to stop, but he seems to keep doing it.

I don't know if it is "like" but it is definitely at least "attraction".  He's attracted to you.  It's that simple.  There's no need to search for any more explanation than that.  To him, you are very pleasing to look at.  If you don't like it, ignore it; if you don't look at him, you won't even know that he's looking at you.

Men and Women look I wouldn't worry about it to much. What man doesn't look at a women's b***s there are other men looking when you are at the restaurant to you just don't notice them sometimes.

He's most likely attracted to you. I recommend you to talk to your husband about this. If the other man that keep staring at you is married, then you should have a talk with his wife too if he doesn't stop. Obviously he is not showing any respect to you, your husband or his wife. He is most likely having some dirty thoughts in his head too.
