I've been wondering if it is the weather effecting it, the moon's gravity, or different times of the day. Please Answer Me....

  3. It is the gravitational pull of the moon, depending where it is at different times of the day.  There are 2 high tides, and 2 low tides per day.  As I recall, the highest and lowest tides occur on no moons and full moons.
