  1. USCIS is part of the Department of Homeland Security. DHS was created after 9/11 when it was assumed that the best way to protect America's security was to create a super agency that would combine various agencies and organizations that dealt with different aspects of national security. The jury's still very much out on that one. However, USCIS mostly deals with the various immigrant benefits programs that were done primarily by INS in the past. These are things like immigrant petitions, naturalization, adjustment of status, green cards, etc.


  2. they used to be the INS or immigration agency for the US govt. they process perm application and citizenship applications.
