Why does the weather station always say it's hot in 'Niagara Falls' when really it is freezing cold!?

I think they lie so tourists will come...

I had to wear my winter jacket like 2 days ago and they said it was plus 22 outside... it was really like 11 outside... maybe it's because I live close to the water, and that makes it cooler...
