  2. ANY THING that occupies the oxygen around the fire takes it out because fire needs to occupy oxygen to burn.... resserch online becasue this is the technical reason but You cant use it for an essay or wtvr.

It displaces the free oxygen molecules (which have two atoms of oxygen) so that it is not available to participate in the burning process AND it turns to steam, carrying heat away from the fire, cooling it to the point where it can no longer burn.

The way fire works is to heat something up where it vaporizes the compounds that are volatile.  In the vapor stage they can then combine with oxygen and make more heat to make more vapor.  Water smothers it because it takes so much heat to convert it into a vapor and steam isn't flammable.  The temperature falls below the flash point of the vapor.
