Why does yahoo throttle it's users?

before you say they dont, i have a friend who used to work for them and he told me they have an algorithm in thier software they use that monitors history and limits the number of times you can post. yet publicly yahoo claims they dont.

  1. Throttle its customers? Well, there's a trend towards astonishing incompetence in decision-making throughout industry and government. The natural inclination today, with lightweights in charge, is to always go for the wrong answer. Even tossing a coin would statistically provide 50 per cent right decisions over time, but today business, industry and government seem inclined towards compounding wrong decisions."My mind is made up - don't confuse me with the facts."
