Why doesn't Bush want the citizens of the United States to know who the culprit was that leaked information?

I'd think the leader of a country like the USA would be more than willing to keep the citizens informed. Here's what he says. It sounds like he's trying to hide something.

Because it's a close friend of his and he doesn't want friends to get in jail. And if this person was to go to jail, his administration would look bad?

No one but the President has information that will clarify this further. As far as we know it may be in the national interest for this information to remain hidden under a file called "secret"!
