Why doesn't Bush want the citizens of the United States to know who the culprit was that leaked information?

I'd think the leader of a country like the USA would be more than willing to keep the citizens informed. Here's what he says. It sounds like he's trying to hide something.

  2. Because it's a close friend of his and he doesn't want friends to get in jail. And if this person was to go to jail, his administration would look bad?
