  1. Because if they automated it, a lot more people would take advantage of it.

    They make it a pain in the**** because they would prefer that you just give up and not bother.

    The whole deal was rotten to begin with anyway - they only did it because there was some under-the-table-deals going on with the developers and members of parliament, and it was also a way that the state ALP bought votes to secure marginal seats.
