Why doesn't February go up to 30 days?

Because it takes 365 1/4 days for the earth to orbit all the way around the sun so the 1/4 is why there is 29 days in february every 4 years and they just decided to make february have the 28 instead of like december or something.

It's obviously a conspiracy against the black man. Black History Month is in February. Is it a coincidence that this is the shortest month of the year? I think not. ;)

To keep up with the movement of the stars, as well as keep up with the seasons.  It's not dead on, but 28/29 days allows for somewhat of an balance.  As far as the month of February, the reason for that is in the air.  Research the Gregorian calendar.
