Why doesn't ISF East Timor operate under the aegis of an embassy ?

People in an embassy would have enough commonsense to build in an emergency exit for any plans.

If ISF (International Stabilisation Force) was operating under the aegis of Mr Downer, wouldn't it work better ?

Isn't it absurd that Ramos-Horta didn't seem to be able to immediately call off the ISF search for Reinado, it has to be done at the convenience of ISF, Atul Khare, etc. You only need one ding-dong on the panel and you can't get unanimous consensus.
