Why doesn't my salamence have 405 attack?

Question

i bred bagon until i found one with an adamant nature and "likes to thrash about" characteristic. Then it evolved twice at the right levels then trained it to level 99 got rid of all his EV's then EV trained it in attack and it got 73 attack added, but at level 100 its total attack is only 394

this is a fact not opinion. All pokemon stats are different. lets say a bagon is lvl 100 and dialga is lvl 100.

Bagon is easy to kill to dialga because dialga is stronger, and bigger. Eevee could have a bigger attack if it was evolved into vaporeon, jolteon by using:

Thunder Stone

Water Stone

Fire Stone (forgot others)

theres things called ivs, which are hiddan but you can find out with a iv calculater

they work like evs but you cant control them

but thats still some nice attack :)
