Why doesn't the lemon law apply to houses?

ok, so i am buying a house contract for deed, and did all of this during the winter when it was a little too cold to get under the house, plus there was snow. now i just climbed out from under the house, there is a hole made from a hammer in the city main under my house. apparently the guy i hired had given a bid to the people we are buying the house from, yet they never mentioned it.

there is a lemon law for cars, why not houses?
