  1. Actually depending on what you are doing water does get into snorkels. Most "Dry Design" Snorkels incorporate a valve that doesn't allow water into the top of a snorkel. However there will still be water which you will have to clear if you are using it on a surface stop after a dive. However, if you are using snorkels at the surface only they are above your head and above the water surface.

  3. water doesn't get into a snorkel unless you go under the water.. and then you hold your breath with you tongue to block the hole in your mouth go under come back to the surface blow the water out... some snorkels have a drain on the side of them so the rest is expelled out there to... OK...

Well it does.  When you go underwater, water goes into the tube.  Which is why, when coming to the surface, you should first exhale, before you inhale to breathe.  Normally, when floating on the surface, the bend in the snorkel tube keeps water from going in.  Some other tubes have a ball seal, in addition to the bend, to keep water out.  But, anyhow, no matter how they are made, your first act should be an exhale, to clear the tube, before you inhale.
