Why doesnt my wireless headset turn off when i shut down my Xbox 360?

I just received the Halo 3 edition wireless headset for my Xbox 360 and when i shut down my Xbox 360 the headset does not shut off. The 4 lights just keep flashing and i have to shut it off myself. Why is this?
