  1. because they need the land to grow food.


  2. There are those with money in third world countries and those with no money.   The rich aren't worried about the price of fuel and the poor are more worried about staying alive another day than starting a new industry that would take time away from scrounging for food.

All of these so-called "alternative" energy sources require a huge investment in infrastructure to turn this stuff into something useful.  Third World countries simply do not have the means.  About the only thing they could do with the hemp is to burn it, and you might as well just collect a pile of sticks instead.

    I'm telling this because I live in one and I see how their plans short term or long term do not go to anywhere!
