Why don't ICC target China?

Why don't ICC target China, when they promoting Cricket. I heard several times that ICC is going to give a helping hand to China to propagate Cricket. But I don't see any progress?

Is it because they are getting ready for Olympics?

If China starts to play Cricket it will be a very good thing for the Cricket's future. Because Cricket can excel Football easily as India and China have have huge populations.
