Why don't all players on waiver turn to free agents?

Question

Our league is set to turn all players that are in waiver status to free agents on wednesday, but a handful of players are still in waiver status, while the majority are free agents(i.e. Jeremy Shockey, Shaun McDonald, Darren Sproles, etc.). How come?

They should only be if someone dropped them.  Are they set to go to waivers after being dropped.  If someone just dropped them, that could be why.
