Why don't boxing organizations allow their titles to be unified?

The IBF wouldn't let Margarito defend his title in a unification bout with Cotto. Why do organizations do this and make it impossible to unify titles. What does a person have to do in order to get these organizations to allow them to unify titles.

The sanctioning bodies primary concern has always been money.  They could care less about the good of the sport or making great matches.  If the IBF were to let Margarito keep his title going into the fight with Cotto, they would not make as much money in the long run because a unified titleholder can only fight so much, and the less he fights, the less title defenses there are, which means less money.  He must make mandatory defenses for each sanctioning body and the more titles he has, the more mandatory defenses he must make.  The sanctioning bodies know that they are better off by having their own "champions" so that they can collect as much money as possible.  It is virtually impossible to unify all 4 titles in today's day and age because of all the mandatory defenses that must be made and the sanctioning fees that must be paid.  And even if a fighter somehow did win all 4 titles, he still wouldn't be the only titleholder because the WBA recognizes 2 champions in each divison once a fighter unifies the title.  They try to say that it is so the unified titleholder won't have to make mandatory defenses, but that is bullshit; the real reason is to collect a second sanctioning fee.  The best thing to do is just follow the Ring Magazine champions.  Their champions are recognized as the linear and true champions in each division and I applaud the Ring for helping to clean up the mess that the sanctioning bodies have made.

Because a unified champion will always drop one of the betls when it becomes to expensive for him and profitable for the body. unified champs are rarely seen because of that plus that also means that the body has to compete with another body for the fighters loyalty and committment. to unify the belts the champion of both belts need to have the fight as a interim or free agent agreement. meaning there is mandatory contender waiting. because he would have first deebs on the challenge before a unification could happen
