Why don't more states offer bottle deposits on carbonated drinks?

I live in Michigan and there has been a bottle deposit since 1978. There are 10 other states that currently have bottle deposits. I would like to hear from people from states that do not have bottle deposits. It seems like there would be more litter in this regard in non-refund states. Do you find that to be the case? Would you like to see your state adapt a bottle deposit?
