  1. People started counterfeiting them , especially with the free item ones, not all coupons had scan bars then, so to eliminate fraud and losing out on the money most stores stopped accepting them, the manufacturer could not controll how many coupons were printed using a scanner device and therefore they would not be liable, just like the government will not back up counterfeit money, since both of these are act of frauds/


  2. Some do and some don't. They are afraid that too many people just counterfeit them. I have never understood that. Since they use their scanner to validate the number so if the right product comes up they should have nothing to worry about. The manufacturer issuing them should be responsible for too many copies.
