Why don't the drivers sit in the middle of the four wheeler to drive it?

For the regular vehicle it would be a design problem.

For the monster trucks they do sit in the middle.

If the ground is flat and smooth, it might work.  You have a short wheelbase and high ground clearance.  You have to shift and lean forward to go uphill, shift and lean back to go downhill, so on for turn right and turn left.  You have to treat accelerating and decelerating as the same as up hill and down hill.
