Why don't the wind turbines turn?

I see all these new turbines being build in North Central Texas, and they aren't turning. Why not?

  1. If they are just being built, they are probably not hooked up to an electrical load yet. If so, the rotating parts are locked to prevent wearing out the bearings before the turbines are really needed.


  2. The most obvious answer may be that there is no wind.  I suspect you would have noticed that, therefore the likely other reason is that they are currently locked into position to prevent them from turning, for some reason.
