Why don't they pull some bait in a bag behind a boat for those lost whales??

Most whales do not consume "bait" as you know it. Most true whales have baleen, a hair-like material that lines there mouths, kind of like our teeth. Through that baleen they filter gallons upon gallons of water removing very, very tny fish a and creel or as you may know creel (sea monkeys).

You are NOT going to fool them with food, they have a very "Complex" brain, and right now, "food" is the last thing on their minds, they just want out, or to just die, (Depending on the whale, it may be a "filter feeder"), most Whales and Dolphines, are generally "Sick" when they get stranded, or follow up a creek bed, I did see a 10' "Baluga whale" (white whale) in the channel for a few days some years back on Long Island, it hung out, ate well, then split, it would surface with it's head sticking out above the water, it was "COOL" !

I hope the Whales will make it, they are "Mammal's", and so are we ! they are closer to "Human's" Nomeclature, (Classification), than most other animals (in short, they're just like us) !

Because whales are not like sharks. They don't "smell blood in the water" since they're not fish and they don't breathe under water (not to mention they probably eat krill / plankton), so this bag of bait you speak of would look like nothing more than just a bag to them, if they even manage to see it.

Whales eat krill, small shrimp that they strain through cartilage like strainers. Not really a bait you could used.

Also whales are not fish, and not easily manipulated and are much more likely to avoid humans.

Also these whales may well be sick, a frequent cause of whale beaching. Possible not eating or even sane.

I had a better idea. You could make a costume like a girl whale and have a boat drag it along.  It worked in Bugs Bunny.
