Why dont Chief Petty Officers wear command rockers

They don't becasue their uniforms are diffierent. There basically the same as the officers just without the shouler boards, thats why, officer's don't were them either. The only ones who do are the junior enlisted, most of the time the ship runs out of them anyways

Because they are not Officers.  They are senior Enlisted men.  Only Officers are "Commanders" so to speak.  Chiefs run the day-to-day operations on a ship, but Officers make the decisions that affect ALL the lives on board.
