  1. Fire is not really something cows are familiar with. Avoiding fire is not part of their instinct, as it was not a frequent occurrence in their evolution.


  2. The Bush administration told them that there was no fire, and that they're seeing a natural cycle that will blow over.

    They believe him, because it's easier to stand there and eat grass than to move and try to find grass somewhere else.
