"Male sexual enhancement" is a bogus term, because it has no medical meaning at all.

You don't make s*x better for an otherwise normal person, it's just fine as it is.  What one does treat are problems making it worse or impossible.  If depression or anxiety are making s*x unenjoyable, the depression and anxiety needs to be treated, not the sexuality.  In a similar vein, the inability to achieve or maintain an erection is a medical problem, that is corrected by medical interventions such as PDE5 inhibitors (viagra and such).  These drugs have no effect on you if you already have no trouble achieving an erection.

There are no substances that make the p***s larger by ingesting them.  It would make no sense biologically:  Where is that extra tissue supposed to come from?  And why would it develop only there and not your forehead or ankle?

The non-prescription ones are just snake oil.  They are nothing more than dietary supplements with no empirical evidence supporting their effectiveness.  Nevertheless, they are a "food" under FDA rules due to a loophole, so they can claim all kinds of false thing without being liable.  You may have some placebo effects you hear from people, but those are anecdotal, not scientific.
