Maybe because they would have to have a lighter with them and then the smoker or another inmate who stole the lighter will be threatening everyone.

Your in jail for punishment, they can deny you cigarettes, TV, p**n etc....Thats why it's called punishment

Same reason as other public places -- health hazard from second hand smoke. It used to be allowed.

When I worked in a correctional facility in the 70's they prohibitted smoking so that the inmates would not have ignitions sources and set the place on fire. A matress or other item causes lots of smoke and a building evacuation. Temporary out of cell for the inmate.

Are you going to start a petition I can't sign it because i'm in jail, but if you are going to help us get smokes, did you live in upper NY I will tell you where you can bring smokes write me back

You do not have a right to smoke in jail (you have very few rights), so that's reason number 1.  Second reason may be because of the closed, confined spaces, it is unfair to non-smokers to be subjected to the second-hand smoke.  As for smoking outside, see reason number 1.
