  2. The respective state governents to be blamed mainly for the drag. Their double speak and confusion is spoiling the party. Additionally, the people of these two states appears to be happy with what they have and they don't won't to strain! their life, no matter they are more than willing to have the other kind (untouchable) of prosperity outside the borders of the country.

  3. Trade Unionism may be one of the reason.  Local issues, resource availability, environment, infrastructure and the overall investment climate also play a part.

For example in Kerala, land is fertile and big lot of land is not easily available unless Govt compensates and addresses the relocation of people.

Similary in West Bengal agriculture is a primary source of revenue and it is not easy to wean away the village people for new industries to come-up.  But as people become more and more educated changes are happening in both the states.

Blaming left for everything is just an excuse.

Kerala has some good points to its credit like local governance, primary healthcare, education and people are well of the politics which is big plus point.
