  3. Because that is the ASSIGNED frequency rate for FM radio, from 88100hz to 107900hz. Millions of products using radio waves, including air traffic controllers, walkie talkies, etc.etc. If they all broadcasted at whatever frequecy they wanted, there would be constant disruption. You CAN broadcast within that range, but if caught you will be HEAVILY fined, even if it was an 'accident'.

  4. There are worldwide covenents and rules everyone (almost) follows. In the US, the FCC enforces the worldwide conventions. Where it affects you and me most is with commercial AM (535-1700 khz) & FM radio stations which run between 88 - 108 mhz.

    This has never been my strong suit and Wiki is as confusing as a station engineer trying to explain Amplitude to a Jock with attitude. So I'm going to turn you over to these guys (who explain it accurately and as easily as possible):
