Apparently you need to catch up on your current events they did suffer alot of damage and these could be relief funds to buy food, water, weapons, or to rebuild buildings and homes. d**k Cheney cannot give $1B to Georgia.  He is a Vice President and money expenditures must be approved by Congress.  If America were to give $1B to Georgia, it would be Congress that does so.

Have you ever seen the show "Jackass" where they figure out that if you get a rental car with insurance you aren't liable for any of the damage to it? They go on to destroy the car without regard because it won't wind up being their problem.
