Why has a delinquent social worker been styled by the media as Bruce Ivins' "therapist" or "psychotherapist"?

Jean C. Duley is a social worker who has seems to be the main instrument in a carefully planned smear campaign against a dead man.

Apparently she has multiple drunk-driving convictions and a rather unstable domestic situation. Not really a reliable witness perhaps...
