Why has it been cold in May still? (Midwest/eastcoast ppL)?

Question

Usually around this time of year its about 75 degrees: sunshine, warm enough to wear tank top or shorts. But it's been like 65 degrees or less and I'm sick of it!

1. Why is it STILL chilly? I can't remember it being warm this month

I'm from Ohio btw.

There has been a fairly persistent upper low pressure area in the vicinity of Hudson Bay.  The flow around this low has basically allowed numerous surges of colder air to drop southeast out of central Canada into the eastern U.S.  

Latest indications are that some warmer air should begin moving into that region early next week.
