  1. It's been going on at least since FDR's New Deal government, and has grown under every administration and Congress since.  Only Congress has the Constitutional authority to make laws, but when they establish a bureaucracy the rulings of that bureaucracy take on the full weight of law - and are therefore unconstitutional.  Yet it continues to increase because of American apathy.  We want homes, cars, entertainment, vacations and toys, but we don't want to take notice of how our freedoms have been erroded piece by piece.  Laws prohibiting public religious display or prayer, Hate speech laws, and requiring permits to assemble basically eliminate the first amendment.  More than 22,000 gun laws in this country basically eliminate the second amendment.  Etc.
