Great Britain doesn't include Ireland for the same reason it doesn't include France, or Belgium etc. Great Britain is just Great Britain and the island of Ireland is separate.

...and sarch-uk ...Northern Ireland IS NOT a province. Ulster (9 counties) is a province of Ireland, same as Leinster, Munster and Connaught. Northern Ireland (6 counties)  is a country.

The UK does not have two names.  The United Kingdom is the island that is Great Britain (Britain) plus the province of Northern Ireland.

it really is not that complicated .... the system in USA is not that different ... there you would live in a county, which is part of a state, which is part of the United States

here I live in England, which is part of Great Britain, which is part of the United Kingdom
