  1. are you asking why the speed limit for cars did not increase in the last 100 years? if so you are right.  even 40 years ago the average speed was 40km per hour and even today the speed is still 40 km per hour. back than it was due to the cars not being fast enough and today its due to the huge amount of traffic, an average family has at least two cars.
