Because we have to gain the people's support.  It is not Iran we want to punish, but the Iranian government, if that makes sense.  We sanction that which directly impacts the government (the largest bank), in order to punish them.  However, only 10% of the population agrees with the government.  It's not them we are after.  We have to please them in order to make them want a shift in government policy.

Dylan - your answer can't be true either... the article clearly states that we have been selling them hundreds of thousands of dollars worth of Military rifles and landing gear as well... and for pennies on the dollar.
