Why haven't HBK, Hulk Hogan been consider in the Raw's greatest superstar award at the Raw's Tenth DVD?

I can't remeber the whole list of superstars but i know Shawn Michaels and Hulk Hogan was not on the list of Raw's greatest superstars.

Stone Cold Steve Austin won the award which he deserves, but i can't believe HBK and Hogan was not on the list.

Question: Was it because HBK lost 4 years due a back injury and Hulk Hogan left the WWF/WWE for WCW?

maybe because at the time of its release, both are still active in the business so they weren't included..

The Raw's Greatest Superstar award is usually for Superstars who have retired or left WWE.Steve Austin who won it back then had already semi-retired before leaving completely after No Way Out.Shawn and Hogan were still on the active roster back in 2003.
