Lights on the ceiling are a relatively new phenomenon, only in the last 40 years.  It is considered more classy to have lamps.

The real reason is maintenance.

It's much easier for a hotel employee to change a burned-out light bulb in a desk lamp, than it is to change a light bulb in a ceiling fixture (they'd have to drag in a ladder, find a place to put it, etc.).
