  1. It just depends on the weather.    When it warms up you can make a snowman.

The FURTHER below 0 C you get, the "finer" the snow tends to be- because Colder Air holds LESS moisture- & the snow tends to be "drier..." -THIS is the kind most Skiers like.  The BEST "packing" (snowball making) snow, is when the Temperature is just about at the Freezing mark... -THEN You can make ANYTHING with it... Snow "forts", snowmen, -and EXCELLENT snowballs!  :)

  3. Fine snow that does not stick together is because it is cold.  When it is warmer you get wet snow that stick together.

    Not all the snow in Canada is "fine"; a lot of it is especially sticky and perfect for making a snowman. "Fine" snow falls from clouds in areas where the air is both cold and very dry down to the ground, such as the prairie provinces and the territories further north. The sticky, perfect-for-snowmen-or-snowballs type of snow will be found further south and east, around Southern Ontario, Southwestern Quebec and most of the Maritimes.
